【事象】
FastCGIを利用しているRTにアクセスできなくなる。Apacheを
再起動しても改善せず、FastCGIのプロセスが起動しない。

【対策】
CPANでモジュールの再インストールと更新

# perl -MCPAN -e shell
perl> install Sys::Syslog
perl> install File::Temp
perl> install Log::Dispatch::Syslog

Apacheを再起動して、無事にプロセスが起動する事を確認。
